Bring on the Hiring! Congress Passes the HIRE Act

Congress passes HIRE Act carrying hiring incentives, stimulus measures, and new foreign account tax compliance rules

Today - 3/17/2010, the Senate by a vote of 68-29 approved H.R. 2847, carrying the Hiring Incentives to Restore Employment (HIRE) Act, as passed by the House. Thus, the HIRE Act is cleared for the President’s signature. The HIRE Act contains these tax change provisions:

  • Exempts employers from paying the employer share of Social Security employment taxes on wages paid in 2010 to newly hired qualified unemployed workers. These are workers who: (1) begin employment with the employer after February 3, 2010 and before January 1, 2011, (2) were previously unemployed and (3) do not replace other employees of the employer. The payroll tax relief applies only for wages paid with respect to employment beginning on the day after the enactment date (the date the HIRE Act is signed into law by the President) and before 2011.

 

  • Provides employers with an up-to-$1,000 tax credit for retaining qualified unemployed workers. The workers must be employed by the employer for a period of not less than 52 consecutive weeks, and their wages for such employment during the last 26 weeks of the period must equal at least 80% of the wages for the first 26 weeks of the period.

The Performance Group’s 2007 Safety Conference was held on March 22nd, 2007 at the Radisson Penn Harris in Camp Hill, PA.  The conference kicked off with a Workers Compensation Mock Trial featuring Honorable Brian Eader, a PA Workers Comp judge, attorneys Fran Fitzsimmons, Brian Carnecchia, and Perry Merlot of Post & Schell, and TPG’s Risk Manager/RN Anne McCaulley.  The mock trial played out a number of common scenarios of the litigation process, employer Do’s and Don’ts, and sample forms to take home for use in managing claims.  The trial concluded with an extensive Q & A session, allowing attendees to take advantage of the valuable perspective and expertise of Judge Eader and the group of attorneys.
The conference also included a series of informative breakout round-table discussions with experts on the following topics:

Accident Investigation Strategies:  Brian Carnecchia, Post & Schell
Claim Management and Light Duty Programs:  Anne McCaulley, TPG
The program concluded with two keynote speakers addressing Violence and its effects on the workplace.  Andy Seebold of South Central Preferred discussed underlying causes of workplace violence and provided effective strategies for prevention and response.  Kimberly Griffith of Snyder’s of Hanover presented on cycles of abuse, the effects of domestic violence, not just on the individuals directly involved but on the entire workforce, and illustrated her points with many true-to-life examples.
